考研英语 Text4 政治法律题材的核心词汇和长难句。

我是一个有10年股龄的老股民,平时习惯关注各个领域的最新消息。

早上打开手机,看到美股爱迪生国际、太平洋煤电一夜之间双双暴跌20%,有些诧异,便顺手问了问 AI。
事情大致是这样的——

加州州长纽森原本希望推动一项法案,让电力公司因设备故障引发山火后,免遭保险公司追偿。保险公司强烈反对,认为这会增加自身负担,最终导致保费上涨,甚至迫使部分保险商退出高风险地区。

后来提案未获通过,市场预期落空,两家公司股价随即大跌;瑞穗当天还将爱迪生国际的评级下调至"中性",公司股价创下25年来最大单日跌幅。

读到这里,我忽然觉得,这简直是一篇现成的考研英语 Text 4:
立法、追偿、责任、监管、利益博弈、市场反应——政治和法律题材常见的元素,基本凑齐了。

于是,我找来几篇相关的外媒报道,让 AI 按照考研英语 Text 4 的风格和考点改写了一遍,并配了几道题。
改写后的文章,我逐句读了一遍,效果不错。正文难度偏高,因此题目出得简单一些。

这篇文章可能有些枯燥,不像一般的热点话题那么容易读。
但真正的阅读训练,往往就藏在这些不那么好读的文章里。
我一直觉得,“寓学于玩”不是只挑轻松有趣的东西学,而是从兴趣出发,一点点往深处走。开始只是觉得好玩,读着读着,碰到陌生的领域,再顺手把它弄明白——兴趣的边界,也就在这个过程中慢慢扩大了。

这篇文章对我来说就是如此。
早上只是看到两只股票突然大跌,觉得奇怪,顺手查了查;查着查着,读了几篇报道;读着读着,竟做成了一篇考研英语阅读。
本来只是想玩一玩,最后倒做完了一件挺严肃的事。

扯远了,话题拉回来。

我们先做题。

接下来,我会逐句精讲这篇文章,并整理其中值得掌握的核心词汇、句型句式、长难句。以后再遇到政治、法律类文章,读起来也能更从容一些。

这篇讲解写得比较长,全文约1.6万字,因此设置为付费阅读

Lawmakers rejected the governor's bid to cap catastrophic liability, settling instead for a compromise that limits attorneys' fees on wildfire claims and strips executive bonuses in any year a utility's equipment is blamed for a fire.

The market read the outcome plainly. Mizuho downgraded Edison International to neutral and trimmed its price target to $70 from $86, yet the shares were fetching barely $55 by early afternoon — a discount that suggested investors expected worse. The anxiety is not abstract. Edison's Southern California Edison unit still carries the shadow of the deadly 2025 Eaton Fire, and any ruling that widens its exposure to future claims would ripple through its rate cases and borrowing costs.

For consumers the bill's defeat cuts both ways. Utilities may escape the burden of reimbursement, but insurers are certain to price the risk into premiums that households already struggle to pay. If the courts eventually lay the blame on the utilities, the cost will surface anyway, whether in an insurance contract or in a rate case.

The episode is a reminder that in California the grid is not merely an engineering system but a political battlefield. Every fire season tests the balance among keeping electricity affordable, keeping it flowing, and deciding who pays when the system fails.

blackout 名词,"停电、断电"。英文解释 a period when electricity supply is cut off。这个词跟 electricity 绑定得很紧,所以放在"电力公司"语境里特别顺。你可以把它和 power cut 一起记。

blackout 也可以表示“封禁”,美剧、新闻里很常见,例如:
